net/veth: Fix packet checksumming

We can't change ip_summed from CHECKSUM_PARTIAL to CHECKSUM_NONE
or CHECKSUM_UNNECESSARY because checksum in packet's headers is
not valid and will cause invalid checksum when frame is forwarded.
