ath/ath9k: Replace common->splitmic with a flag

Replace common->splitmic with ATH_CRYPT_CAP_MIC_COMBINED flag.

splitmic has to be used when the ATH_CRYPT_CAP_MIC_COMBINED capability flag is
not set.
