autofs: Only declare function when CONFIG_COMPAT is defined

The patch solves the following warnings message when CONFIG_COMPAT
is not defined:

fs/autofs/root.c:30: warning: ‘autofs_root_compat_ioctl’ declared ‘static’ but never defined
