libceph: rename MAX_OBJ_NAME_SIZE to CEPH_MAX_OID_NAME_LEN

In preparation for adding oid abstraction, rename MAX_OBJ_NAME_SIZE to
CEPH_MAX_OID_NAME_LEN.
