bonding: get rid of IFF_SLAVE_INACTIVE netdev->priv_flag

Since bond-related code was moved from net/core/dev.c into bonding,
IFF_SLAVE_INACTIVE is no longer needed. Replace is with flag "inactive"
stored in slave structure
