cpumask: use new cpus_scnprintf function
* Cleaned up references to cpumask_scnprintf() and added new cpulist_scnprintf() interfaces where appropriate. * Fix some small bugs (or code efficiency improvments) for various uses of cpumask_scnprintf. * Clean up some checkpatch errors.
