signals: ia64 renumber TIF_RESTORE_SIGMASK

TIF_RESTORE_SIGMASK no longer needs to be in the _TIF_WORK_* masks.
Those low bits are scarce.  Renumber TIF_RESTORE_SIGMASK to free one up.
