[ARM] omap: kill PARENT_CONTROLS_CLOCK

PARENT_CONTROLS_CLOCK just makes enable/disable no-op, and is
functionally an alias for ALWAYS_ENABLED.  This can be handled
in the same way, using clkops_null.
