fanotify: clean up CONFIG_FANOTIFY_ACCESS_PERMISSIONS ifdefs

The only negative from this patch should be an addition of 32bytes to
'struct fsnotify_group' if CONFIG_FANOTIFY_ACCESS_PERMISSIONS is not
defined.
