hw-breakpoints: Tag ptrace breakpoint as exclude_kernel
Tag ptrace breakpoints with the exclude_kernel attribute set. This will make it easier to set generic policies on breakpoints, when it comes to ensure nobody unpriviliged try to breakpoint on the kernel.
