[PATCH] remove some USB_SUSPEND dependencies

This simplifies some of the PM-related #ifdeffing by recognizing
that USB_SUSPEND depends on PM.  Also, OHCI drivers were often
testing for USB_SUSPEND when they should have tested just PM.
