KVM: Remove memory alias support

As advertised in feature-removal-schedule.txt.  Equivalent support is provided
by overlapping memory regions.

region. Useful for aliased address, for example the VGA low memory
window. Should not be used with userspace memory.
This ioctl is obsolete and has been removed.
