MIPS: Add IRQF_TIMER flag for timer interrupts

As the commit 3ee4c147 shows, we need to "Add IRQF_TIMER flag for timer
interrupts", Atsushi Nemoto have reported that some other timer interrupts
should be considered, Here it is.
