[PATCH] USB: hcd uses EXTRA_CFLAGS for -DDEBUG

This modifies the HCD builds to automatically "-DDEBUG" if
CONFIG_USB_DEBUG is selected.  It's just a minor source code cleanup,
guaranteeing consistency.
