[IPV6] SIT: Add PRL management for ISATAP.
This patch updates the Linux the Intra-Site Automatic Tunnel Addressing Protocol (ISATAP) implementation. It places the ISATAP potential router list (PRL) in the kernel and adds three new private ioctls for PRL management.
