iwlwifi: avoid commit rxon during scan in iwl_set_no_assoc

Browse Source 
Currently we are canceling scan when changing BSSID. Behave the same
when changing association and beacon enablement, to avoid committing
rxon during scan in iwl_set_no_assoc().
